The original owner of “Cotton’s Cafe” was Luther Cotton. Wellington Harvey “Harve” Ratliff worked for Mr. Cotton and bought him out some time around 1943. He decided to keep the name of the cafe.

Joseph PERRIN was born about 1700 in New Kent County, Virginia. He was living in 1743 in Hanover County, Virginia. He served as a witness to a sale on 5 May 1746 in Lunenberg County, Virginia.
